本项目采用公开招标(资格预审)方法，分为资格预审阶段、程序投标阶段和定标阶段。

投标人依法成立资格预审委员会，审查投标申请人提交的比较有效的资格预审申请文件，使用记名投票法，明确12家投标人(无名次)和2家候选投标人(有名次)。

6.1投标申请人必须具有国内设计建筑领域(建筑工程)甲级以上资格。

6.2本项目接受联合体投标，在联合体投标的合作者必须满足以下要求。

(一)共同体成员不得超过两名(包括牵引单位)。

7.设计费

设计费合同价格暂定为3074万元，包括以下三部分:工程设计费2624万元，优秀方案补偿费410万元和方案优化补偿费40万元(如有)。
